Comparison of the Ukrainian qualifications system with the European Qualifications Framework

On February 27, 2023, Vice-Rector for Scientific and Pedagogical Work Kateryna SKYBA attended the online event"Comparison of the Ukrainian Qualifications System with the European Qualifications Framework (EQF)",during which the report on "Comparison of the European Qualifications Framework and the National Qualifications Framework of Ukraine", prepared jointly with Ukrainian and European partners, in particular the European Training Foundation (ETF), was discussed. In addition, the webinar was held for practitioners, policymakers, representatives of educational institutions and citizens from Ukraine, the EU and other countries.

Comparing the EQF and the Ukrainian NQF helped to improve the understanding of the Ukrainian qualifications framework, its processes, and the possibility of reaching it with the EQF. The Ukrainian example demonstrates how dynamic instruments of the NQF are. Many Ukrainian stakeholders were actively involved in the discussion process.

Ukraine would like to align its NQF with the EQF as closely as possible, especially against the backdrop of the war that has forced millions of Ukrainians to seek refuge in the European Union. The objectives and scope of both frameworks are very similar: both promote career development, personal development, employability, and lifelong learning. The Ukrainian NQF is already being actively implemented, but there are still some areas in which it is not fully operational.

At the next stage, the EU and Ukraine will agree on the Joint Action Plan, which should address various recommendations for strengthening the links between the Ukrainian NQF and the EQF.
