On April 25, 2025, the III Conference of the All-Ukrainian National Recognition Network, UaReNet, was held. Organized by ENIC Ukraine with the support of the Ministry of Education and Science of Ukraine, the event took place online and brought together nearly 200 participants from over 100 higher education institutions across various regions of Ukraine.

Khmelnytskyi National University was represented at the conference by Kateryna Skyba, Vice-Rector for Scientific and Academic Work, and Margarita Dziuba, Head of the Department for International Students. Both are active members of KhNU's Commission for the Recognition of Foreign Educational Documents, demonstrating the university's systematic and responsible work in academic recognition.
The organisers dedicated the conference to current challenges in the recognition of educational qualifications. Viktoriia Serhiienko, Director of ENIC Ukraine, opened the event, expressing gratitude for the trust and support of those present. Albina Tsiatkovska, Director General of the Ministry of Education and Science’s Directorate of International Cooperation, welcomed the conference participants, emphasising the importance of experience exchange and continuous development of recognition practices in line with modern challenges.
A range of important topics were discussed during the conference, including:
- Results of the monitoring of higher education institutions' decisions on the recognition of foreign qualifications and a presentation of the "TOP-10 HEIs in Recognition – 2024" ranking.
- Prospects for automatic recognition of foreign documents in the context of European integration.
- Current changes in Ukrainian legislation, particularly regarding the recognition of learning outcomes obtained in temporarily occupied territories.
- Experience of "Crimea – Ukraine" and "Donbas – Ukraine" educational centers.
- The role of higher education institutions as a key factor in the processes of recognizing foreign qualifications, as well as challenges related to non-formal and informal education.
The participation of representatives from Khmelnytskyi National University in such a specialized event is a crucial step in enhancing the university's institutional capacity for recognizing foreign diplomas, certificates, and qualifications. It also facilitates networking with colleagues from other higher education institutions, exchanging experiences, and learning about new approaches to assessing learning achievements and adapting international students to the Ukrainian educational system.
Ms. Kateryna Skyba highlighted the importance of a unified national approach to recognition procedures, which ensures transparency, fairness, and equal access to higher education for foreigners. In turn, Ms. Margarita Dziuba emphasized the necessity of continuous professional development for specialists working with international students, considering the dynamic changes in global educational policy.
In conclusion, Viktoriia Serhiienko, Director of ENIC Ukraine, thanked the participants for their active involvement and invited them to a practical training on validation and recognition, scheduled for May 16, 2025.
